Anthropic and the US General Services Administration have announced a usage-based discount on Claude for government buyers. In its Oct. 27 announcement, Anthropic said the new agreement "gives government partners a 40% discount on Claude Enterprise, Claude for Government, and the Claude API," and that the discount "also extends to state, local, tribal and territorial governments."

GSA's own release, issued the same day, describes the deal as an expansion of its OneGov agreement with Anthropic that provides "consumption-based pricing on all Claude models available to the government."

What the agreement covers

Anthropic and GSA each describe the scope in their own words.

According to GSA, participating governments get:

  • A "40% discount on token-based usage across Claude models available to the government, including FedRAMP-authorized environments for sensitive unclassified work."
  • No minimum orders: "agencies pay only for what they use, with no minimum purchase required."
  • Eligibility for "federal (executive, legislative, and judicial), state, local, and tribal governments," available "directly, through resellers, and on major cloud platforms."

According to Anthropic:

  • The discount applies to Claude Enterprise, Claude for Government and the Claude API.
  • "For the first time, the discount applies across every product surface, including when agencies buy from us directly today and through cloud providers in the coming months."
  • Agencies "are not bound by a minimum spend commitment and will be able to pay for the usage they consume."
  • Agencies can buy Claude at the OneGov discount through GSA's Multiple Award Schedule "today."

Anthropic's list of eligible governments includes territorial governments; GSA's release lists federal, state, local and tribal governments. Anthropic also says cloud provider purchasing arrives "in the coming months," while GSA lists major cloud platforms among the ordering paths.

Who can buy and how, as described by Anthropic and GSA

GSA says full ordering details are on its OneGov IT page. That page lists the Claude offer as "Up to 40% off" tokens, with $0 commitment and $0 minimum orders, eligibility for federal, state, local and tribal entities, and an expiration date of January 31, 2029. The full term sheet linked there is for authenticated government users only.

The deal it replaces

Nextgov/FCW reported that the announcement came days before an earlier Claude OneGov deal was set to expire on Oct. 31. Under that agreement, Nextgov/FCW said, federal agencies had access to Claude for Enterprise and Government for $1 per user. MeriTalk also reported the Oct. 31 expiration of the per-user offer.

Nextgov/FCW reported that the new consumption-based discount lasts 27 months and expires on Jan. 31, 2029, citing a GSA website. It also reported that OpenAI reached a similar 50% discount with GSA on token-based usage through a 27-month OneGov agreement that began at the start of October. FedScoop reported that the new Anthropic agreement follows OpenAI's switch to consumption-based pricing.

Anthropic's numbers

Anthropic says "the discounts offered through the agreement are estimated to save the government $1 billion." The company also reported these usage figures:

  • About 500 US federal, state and local government organizations now use Claude.
  • Weekly Claude for Government active users are up about eightfold since February.
  • Usage across federal civilian agencies has grown about 20-fold in a year.

GSA's release puts the OneGov program's total at "more than $1.8 billion in savings for the federal government and taxpayers since its inception, including approximately $1.6 billion through its super intelligence agreements."

Anthropic also said it is launching a dedicated program to help agencies put Claude to work, with those practices coming to public sector partners "in the coming weeks."

Key figures from Anthropic and GSA on the OneGov Claude deal

Security authorizations

Anthropic says agencies can use Claude for their "most sensitive unclassified work." According to the company, Claude for Government runs at a FedRAMP High authorization level and became generally available on Sept. 30. For agencies building their own tools, Anthropic says Claude is authorized for FedRAMP High on Amazon Bedrock, with select models authorized for DoD IL4 and IL5 workloads in AWS GovCloud, and for FedRAMP High on Google Cloud's Vertex AI. Claude Enterprise is "in process for FedRAMP Moderate authorization through the FedRAMP 20x program," the company said.

Why it matters

MeriTalk reported that the consumption-based approach ties costs to actual usage rather than the number of users receiving access, and Anthropic says the discount now extends beyond federal agencies to state, local, tribal and territorial governments. GSA frames the agreement as part of "OneGov's move toward consumption-based pricing that scales with actual use." Nextgov/FCW also reported that, the week before the deal became public, the Department of Health and Human Services announced its intent to award a sole-source contract for Claude models.
