During the second quarter, Samsung fully repaid a 20 trillion won internal credit facility borrowed from subsidiary Samsung Display during the 2023 market trough, completing the repayment across two 10 trillion won tranches in April and June.

The company's standing capital allocation policy commits 50 percent of free cash flow to shareholder distributions over the 2024 to 2026 period, with a baseline regular dividend of roughly 9.8 trillion won annually. Rising average selling prices for server memory modules and enterprise solid-state drives significantly widened the free cash flow pool available for supplemental returns.

Infrastructure Expansion and Memory Competition

The capital return follows a parallel move by rival memory maker SK Hynix, which announced a 40 trillion won ($29 billion) share buyback and cancellation program on August 19, targeting 3.3 percent of its outstanding equity while raising its distribution threshold above 50 percent of cumulative free cash flow through 2027.

Alongside capital returns, Samsung is continuing major investments in domestic manufacturing to support next-generation AI packaging. The company signed a development pact with local authorities in Asan to construct a 31,000-square-meter cleanroom facility at its Onyang campus. Groundbreaking is scheduled for October 2026, with commercial volume production of advanced HBM modules targeted for May 2029.
